This is a fix for people who run GTAV and Social Club runs in offline mode. I had this problem for a while and the 3-4 steps works for me. 1.) Delete Social Club Folder From Documents.

So I decided to activate Windows UPDATE. I had to upgrade a 3 times, all the updates marked as 'Important'.Until I realized that my Windows PACK Service had been updated. So I tried to get into the game and it worked! I wish everyone to get it right!

Hello BrianjayThe same happened to me, GTA V stuck on the loading screen, story mode.

But i found a way around, i re-started the game and clicked on random job and the screen loads! Telling you to edit a character to go online or press Esc to start GTA V. After pressing Esc i was in GTA V within seconds, just where i left the last time i played!!

So me being my stubborn self and thinking my anti-virus is great and never fucks with my games finally found out the cause. It was the firewall. I have Bullguard so anyone with it having this issue, just turn off Bullguard's firewall. Doesn't matter if you make new rules for GTAV or social club or whatever, Bullguard obviously hates this game. Yeah I was in contact with them when it happened but they are desperately slow and not at all helpful.I was able to fix it though. Told me to install GTAV mod manager and see if I can connect online through that. After installing it I got a notification from it saying that my antivirus was blocking access to the internet.

So I went to my Bullguard and turned off the antivirus but nothing happened. Turned it back on then tried turning off Bullguard's firewall. Low and behold, the game works fine now. I can sign in no bother and feel pretty dumb for not checking that first.
